Who is Cassandra Washington
I bring more than 25 years of executive leadership experience in HR and operations across public education, charter networks, and mission-driven organizations. My work has included leading through budget constraints, labor negotiations, organizational restructuring, and large-scale operational change.
Having served as Chief Human Resources Officer for a 50,000-student district, Chief Operating Officer for a multi-site charter network, and Chief Labor Negotiator for a transformative school system, I have led complex organizational strategies at scale across human capital, operations, and labor strategy. In these roles, I redesigned people systems to strengthen alignment, compliance, and employee experience, improved organizational operations across multiple sites and functions, negotiated landmark union agreements that ended five-year pay freezes, and launched alternative certification programs in response to the national teacher shortage. This work required not only strategic vision but the ability to translate that vision into practical systems, cross-functional execution, and measurable results.
I founded Washington Consulting Services to bring that same level of strategic and operational partnership to organizations that need strong internal systems to support meaningful external impact.
My partnerships with nonprofits, schools, foundations, and private entities to build purpose-driven, performance-ready organizations. My consulting philosophy is grounded in a simple but powerful principle:
People. First. Always!

We build what mission-driven work requires.
WHY WE DO WHAT WE DO
Mission-driven organizations are called to do important work, but too often they are expected to deliver extraordinary results without the internal infrastructure required to sustain them: strong systems, clear processes, and aligned structures that allow people and programs to thrive.
That is where Washington Consulting Services comes in.
We help organizations strengthen their ability to deliver results through the strategic alignment of people, processes, and performance. With deep experience supporting K-12 schools, charter networks, nonprofits, and government start-up education initiatives, we bring a practical and strategic lens to talent, operations, program development, and mission execution. Our work is designed to improve organizational effectiveness while ensuring that compliance, equity, and long-term sustainability remain central to every decision.
We have seen the consequences when infrastructure does not keep pace with mission: nonprofits growing faster than their HR systems can support, school organizations struggling to retain strong talent because compensation and people practices have not evolved, and leaders carrying unsustainable burdens because operations lack clarity and consistency.
After more than 25 years in this work, one truth remains clear: mission alone is not enough. Lasting impact requires well-designed business processes, sound systems, disciplined project implementation, thoughtful fiscal management, and leadership practices that support both people and outcomes.
That is why we do this work. Because when your people are supported, your operations are aligned, and your strategy is clear, your organization is better positioned to serve well, grow responsibly, and deliver the results your mission requires.
